The Graham School Redevelopment in Rushville, a project within the ‘Rural Schools Reimagined’ bundle, will transform a vacant former school site into housing. The Graham School, originally a high school (1907-1958) and later a junior high (until 1984), was demolished in 1997 due to asbestos contamination, leaving the site as a vacant Brownfield ever since. Additionally, the vacant lot is gravel-covered, complicating redevelopment. The City of Rushville now controls the property and oversees the site. In recent months, Rushville has worked with an environmental consultant to develop an environmental remediation plan and initial remediation efforts are set to commence immediately. The City of Rushville plans to partner with KDC Investments, a regional housing developer with experience in Rushville, to build 14-21 townhomes on the Graham School site to meet local housing needs. The city is providing $500,000 for environmental remediation, supplemented by $500,000 from LEI Blight funds for development costs. Additionally, a $4.5 million private match will fund the project. This effort revitalizes a historic site while addressing Rushville's housing challenges. Project financing is expected to be secured by December 2025. Construction will begin by April 2025 and be complete by September 2026.
