During the 2001 Comprehensive Planning process, Shelby County leaders identified the need for Tom Hession Drive to support future growth in the industrial park. Over the following decade, the City of Shelbyville purchased the right-of-way to connect the industrial park’s primary access to County Road 400 North, thereby creating a direct route to Interstate 74 and establishing a vital corridor for continued growth. The city installed new sanitary sewer along that right-of-way for the purpose of serving the anticipated growth of the newly open area. Shortly after the construction of the aforementioned sewer, the first phase of Tom Hession Drive was constructed which prompted the installation of a water main by Indiana American Water to serve that area for the immediate and future anticipated growth. Significant interest now exists in the 1,000 acres of land available in the areas that would be served by phases two and three. To complete this critical connection, READI funds will be used to construct roadway infrastructure for Phase II. Matching funds will be provided by the City of Shelbyville and JR Simplot Company. Matching funds were secured July 2025. The READI project began October 2024 and will conclude by September 2025. As a direct result of the project, a JR Simplot is expected to create 90-100 full-time jobs with an average wage of $25.31/hr - $37.90/hr.
